Grades, Standards and Compliance

Scaffolding is supplied to EN 12811 (system scaffolding), BS 1139 and EN 39 (tube), EN 74 (couplers), EN 1065 (props) and GB 24911. The components are manufactured from Q235/Q345 steel with hot-dip galvanized surface treatment per ISO 1461. For Russian projects we provide the compliance documentation required for construction-site use, including the technical passport and test reports, and support certification under the EAEU regulations where the project requires it. Complete systems – ringlock, cuplock and frame – are supplied with the full component list, load tables and assembly instructions in Russian and English, which contractors need for their health and safety documentation.

Manufacturing Process

Scaffolding systems are manufactured at dedicated fabrication shops adjacent to our tube mill. Standards, ledgers and diagonals are cut from hot-dip galvanized 48.3 mm tube on automatic saw lines, and the forged rosettes, cups and end fittings are pressed and welded to the tube ends with controlled weld parameters. Each weld is visually inspected and, on request, load tested; complete systems are proof-loaded on a test frame to verify the rated working load. Components are hot-dip galvanized after fabrication per ISO 1461 with zinc 300-500 g/m2, which protects the tubes and fittings through years of construction-site use, including the aggressive conditions of Russian construction sites. Frame systems are welded on jigs for dimensional accuracy, and props are fitted with threaded stems and collars that are tested for smooth adjustment. Final assembly sets are packed per system with a complete component count.

Applications

  • Facade scaffolding for construction and renovation
  • Shoring and falsework for concrete structures
  • Temporary access for industrial maintenance
  • Event stages and grandstands
  • Bridge and infrastructure works

Applications in Construction and Industry

Scaffolding is essential to the construction boom across the region. Russian facade contractors use ringlock and cuplock systems for residential and commercial buildings, where the rosette connection speeds up erection and dismantling cycles. Shoring towers and heavy-duty frames support the slabs and beams of bridges, tunnels and industrial facilities in Kazakhstan and Uzbekistan. Industrial maintenance crews use system scaffolding for access to tanks, reactors and stacks at refineries and power plants, where stability and safety certification are mandatory. Event companies use lightweight frame systems for stages and grandstands. Because all components are hot-dip galvanized, the systems retain their value for years and can be re-rented or re-sold, which is why importers and rental companies across the EAEU standardize on HDG Chinese systems.

Quality Control and Testing

Every production stage at the Sino East Steel plant is controlled under an ISO 9001:2015 quality management system. Depending on the product, each batch is tested for chemical composition and mechanical properties (yield strength, tensile strength, elongation), dimensional accuracy, surface quality and, where applicable, hydrostatic pressure, weld seam integrity, zinc coating thickness and paint adhesion. All testing is performed in our laboratory and, when the project requires, witnessed by independent inspectors from SGS, Bureau Veritas or TUV Rheinland. Each shipment is accompanied by a Mill Test Certificate (MTC) per EN 10204 3.1 with heat numbers, so every tonne can be traced back to its production date, heat and chemical analysis. This documentation is prepared in a form accepted by customs authorities in Russia, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Belarus, and can be adapted to GOST-based reporting when the buyer’s quality department requires it.

Documents and Compliance for Russia and the EAEU

All goods are supplied with a complete export documentation set prepared for smooth customs clearance in the Russian Federation and the Eurasian Economic Union: Mill Test Certificate (MTC) per EN 10204 3.1 with heat numbers and chemical analysis, Certificate of Origin form ST-1 (which qualifies for duty-free import within the EAEU), commercial invoice, packing list and bill of lading or railway consignment note. Where the project is subject to the EAEU Technical Regulations, we support the EAC certification process and provide the technical passport, test reports and conformity documentation required by the importing party. For products supplied against Russian design standards we prepare documentation referencing the relevant GOST equivalents (for example GOST 3262 for galvanized pipe, GOST 8732 for seamless pipe, GOST 30245 for hollow sections), so your quality department and the customs broker receive everything on the day the vessel or train arrives.

Logistics to Russia and Central Asia

Sea freight from Tianjin and Xingang ports to St. Petersburg, Novorossiysk, Vladivostok and the Baltic ports takes 30-45 days, with container and break-bulk options for project volumes. For Central Asia we ship container rail trains via the Dostyk and Khorgos border crossings to Almaty, Astana, Tashkent, Samarkand, Bishkek, Osh, Dushanbe and Ashgabat in 25-40 days. We quote on FOB Tianjin/Xingang, CFR, CIF, or DAP terms to your warehouse, consolidate several product lines in one container to reduce the freight cost per tonne, and agree the shipment schedule with your project calendar. A Russian-speaking sales team follows your order from specification to customs clearance, prepares the transit documentation for rail corridors, and coordinates with your forwarding agent at the destination. For regular buyers we offer scheduled programs with fixed prices for the contract period, protecting your project budget from market volatility.

Packaging and Loading

Scaffolding components are packed in bundles and cartons by type: standards, ledgers and diagonals in steel-strapped bundles; rosettes, couplers and fittings in cartons or big bags; props and frames in palletized bundles. Each package carries a label with the component type, quantity and system name, matching the packing list. Container loading follows a per-system component plan so a contractor receives a complete, balanced set in one shipment. The technical documentation – certificates, load tables and assembly instructions – is included in every container.

The Scaffolding Market in Russia and Central Asia

The construction sector in Russia and Central Asia is one of the largest consumers of scaffolding systems in the world. Large-scale residential programs in Moscow and St. Petersburg, industrial construction in Kazakhstan, and infrastructure projects across Uzbekistan and Turkmenistan create sustained demand for ringlock, cuplock and frame systems. Rental companies prefer hot-dip galvanized systems because the HDG coating extends service life to 15-20 years, protecting their investment. Importers in the region increasingly buy complete systems directly from Chinese manufacturers to eliminate the margin of regional trading houses. Sino East Steel has supplied complete systems to rental companies and contractors across the EAEU since 2005, with the load-test documentation that site safety inspections require.

How to Choose the Right Scaffolding System

For facade access on residential and commercial buildings, ringlock is the fastest to erect and the most versatile; cuplock is the economical choice for medium-duty works. For heavy shoring and high-load falsework, use heavy-duty frames or shoring towers with the required leg load. Consider the rental model: if the system will be reused on many sites, invest in HDG with 300+ g/m2 zinc; for a single project, painted or electro-galvanized components are cheaper. Confirm the standards compliance (EN 12811) and request the load tables for the configuration you plan to use. Always order a complete system – standards, ledgers, diagonals, base jacks, planks and couplers – from one supplier so the components match and the certificate covers the whole system.

Why Buy Scaffolding Direct from the Factory

As a manufacturer with in-house tube production and hot-dip galvanizing, Sino East Steel controls the quality of every component from the steel to the final coating. Buying a complete system from one factory ensures component compatibility, a single certificate and one responsible party for the whole delivery. Factory-direct pricing, consolidated container loading and the ST-1 certificate for duty-free EAEU import reduce the total cost for rental companies and contractors. Our team prepares the technical passport and load documentation required for construction-site use in Russia and Kazakhstan.

How to Order

Ordering is straightforward: (1) send your specification – standard, grade, size range, quantity, destination city or port and required documents; (2) our engineers confirm the correct grade and size, check GOST equivalents if needed and issue a firm offer within 24 hours; (3) after confirmation we book production on the corresponding line (15-25 days for standard items); (4) we arrange independent inspection if required and load the container or vessel with a full packing list; (5) you receive the MTC, ST-1, invoice and shipping documents by email on the day of departure, and our team tracks the cargo until it reaches your warehouse.
